Historically Presidents have always attempted to expand their power in direct or indirect opposition to the Constitution, Congress or the Supreme Court. 

From Andrew Jackson, to Lincoln (who suspended habeas corpus), from FDR (our own &quot;benevolent dictator&quot; who tried stacking the Supreme Court)to JFK (no shrinking violet in the assasinations department, esp. with his hatchet man RFK as Attorney General wiretapping MLK, Jr. among other shady activities). The only thing that has ever kept these activities in check has been huge outbursts from the people--met at first with the usual abuses of power.</description>

For example, Congress has the exclusive power to declare war, yet the Presidents have been sneaking around this a lot, waging wars without Congressional declarations of war.

So, one big step forward would be a President &quot;not just doing something but standing there,&quot; i.e. &quot;demurrer&quot;. Also, repeal of of bad Executive Orders.</description>
